Congressman Yaroslav Zheleznyak announced that the Ukrainian parliament has agreed to a bill to conscript prisoners in the context that Kiev is facing a lack of resources on the front line to deal with Russia.
This lawmaker said that the Ukrainian legislature has agreed to mobilize a number of groups of prisoners into the Armed Forces.
The bill will allow some prisoners to be released (by court decision) to perform military service under contract.
According to the procedure, they will be able to write an application for military service in the detention center, undergo a medical examination in the prison.
The final version of the bill was agreed upon by the majority of parliamentarians after resolving some previous concerns about the risk of taking advantage of the law to commit corrupt acts.
According to Ukrainian media, some former civil servants and people convicted of corruption will not be eligible to volunteer to join the army in exchange for having their sentences reduced.
Restrictions will also apply to certain prisoners convicted of violent crimes, such as murder and rape, crimes against Ukraine’s national security, terrorism…

Ukraine intends to create special units consisting of prisoners.
Ukraine announced a general mobilization order immediately after the start of the conflict with Russia in February 2022.
However, Ukraine’s military recruitment campaign has faced a number of negative developments and draft evasion.
Ukraine has recently stepped up improvements in military recruitment activities to cope with the serious shortage of forces on the front line in the face of Russia’s rapid advance in recent times.
Ukraine’s new mobilization regulations will impose heavy penalties for draft evasion and require men of combat age to report their personal data to military service centers.
