BBC reported that Lieutenant General Rouleau resigned because he was spotted playing golf with former Defense Secretary Jonathan Vance.
Before resigning, Mr. Rouleau had power and influence over military investigators looking into the case of Mr. Vance suspected of inappropriate sexual behavior with subordinates.
Information about the golf incident was published by local media over the weekend.
Mr. Vance, who retired in January, has denied allegations that he engaged in sexual misconduct.
In the announcement, Lieutenant General Rouleau said that on June 2, he played golf in Ottawa with Mr. Vance and Canadian Navy Commander Craig Baines.
Mr. Rouleau’s resignation was announced after Canadian Prime Minister Justin Trudeau announced that he was looking into the matter, and said that Mr. Rouleau and Mr. Baines needed to `answer themselves` to questions related to their relationship.
Previously, Mr. Vance faced accusations of inappropriate behavior with Army Major Kellie Brennan and another unidentified woman.
Earlier this year, before a Canadian parliamentary committee, Major Brennan alleged that Mr. Vance was the father of her two children, but he did not pay child support.
In a separate incident, Mr. Vance is also being investigated for allegedly sending sexually explicit emails to a female subordinate.
Over the years, the Canadian military has faced controversy related to allegations of sexual assault.
In 2016, while still in office, Mr. Vance said he was `extremely disappointed` after a national survey found that nearly 1,000 soldiers had complained about sexual harassment that had occurred in previous years.
